Jeff was born December 10, 1959, in Tallahassee, FL. He is married to wife Gini, and has three children, Pierson Hill, 22, Brittany Hill, 20, and William Jeffrey West Jr., 13. He earned his college degree at Florida A & M University. After college he worked with Executive Sports, Inc. of Delray Beach, FL, where he organized professional golf tournaments for the P.G.A. Tour (1985-1992).

In 1993, Jeff established West Custom Homes, Inc, and has built custom homes in neighborhoods such as, Golden Eagle, Bobbin Trace, The Hermitage, Ox Bottom, Summer Brooke, and Live Oak Plantation Road. He is a member of the Tallahassee Builders Association, Florida Builders Association, National Association of Home Builders, and Killearn Methodist Church.

Aside from building custom homes, Jeff has devoted his extra time to coaching youth sports with the Tallahassee Parks and Recreation since 1994 to present.
